A monitoring center, a city traffic highway and a gateway are provided with monitoring stations. The vehicle terminal equipment carries out channel scanning, searches a monitoring station coordinator and emits an access network request. After the network is connected successfully, the vehicle terminal equipment sends a license plate number and information whether the exhaust emission exceeds a standard and the like to the monitoring station coordinator.
