The layout structure is characterized in that a plant, a flood discharge gate and a ship lock are arranged on mountains at both sides of a dam body of a major river bed; a lengthened reservoir is excavated among the flood discharge gate, the plant and the corresponding mountains along the river direction; the water surface of the lengthened reservoir is parallel and level with the water surface on the upstream of a dam; and the dam body, the flood discharge gate and the plant are sequentially arranged along the river direction. The construction method comprises the following steps of: according to the upstream water level in the reservoir design, determining the excavation heights of the mountains at the corresponding sides of the dam; excavating the mountains with concave sections at the excavation heights; excavating a large-scale feeder canal lower than the upstream water level, which is used as the lengthened reservoir, at the positions of notches; sequentially constructing the flood discharge gate and the plant at the convex part close to one side of a river in the downstream direction; and excavating a diversion ditch on the mountain at the other side of the river and expanding the diversion ditch into the ship lock. Three buildings can be simultaneously constructed, so that the construction period and the investment are also greatly reduced and the problems of high investment and long construction period of the infrastructure construction of a current hydropower station are solved.
