The preparation method comprises the following steps of: (1), injecting the water into a reaction kettle and starting an acid mist recovery system; (2) starting a stirrer, injecting the hydrochloric acid and mixing completely; (3) adding the polyaluminium chloride and the rare earth and stirring continuously; (4) turning off the acid mist recovery system; and (5) injecting the activated water and stirring continuously. The composite inorganic water purifying agent prepared by the method is low in cost and has a good water purification effect.
