The measuring device comprises an X-Y two-dimensional motion platform system, a Z-axis motion system and a Z-axis processing head, a measuring head is arranged on the Z-axis processing head and consists of a measuring rod, a fixing seat and a sensor, the sensor is fixed onto the fixing seat, and the measuring rod is arranged in the fixing seat and can vertically move. The measuring method mainly includes that the Z-axis motion system drives the measuring head to move downwards; the measuring rod moves relative to the sensor after contacting with a certain measuring point of the tabletop of the platform; the sensor is finally triggered; a current position signal of a Z-axis servo motor encoder is read by a control system; the same procedure is repeated; position signals of multiple points are recorded; accordingly, height differences of the points of the tabletop can be computed; and the flatness is finally computed.
