The heat preservation upper collecting pipe and the heat preservation lower collecting pipe are communicated through a plurality of pipes with electric valves; the heat preservation upper collecting pipe exchanges heat with the heating heat exchange water tank through the first heat pipe; and the heat preservation lower collecting pipe exchanges heat with the heat preservation water storage tank through the second heat pipe. According to the solar-driven heat pipe type building hot water and heating device, the heat pipes can transfer heat generated by the solar energy absorbed by the solar thermal collector indoors rapidly to raise indoor temperature rapidly; due to the fact the solar thermal collector is separated from a domestic hot water tank, hot water can be used conveniently in places where a big water tank is inconvenient to place; and the operation of the system is controlled in an one-to-one corresponding relationship with outdoor air temperature changes effectively, so that the automation degree of the system is high and the indoor air environment is more comfortable.
