The device for controlling the torque output of the hybrid electric vehicle is composed of a CAN bus, a preprocessor, a demand torque prediction module and an equivalent fuel consumption solving module, wherein the preprocessor, the demand torque prediction module and the equivalent fuel consumption solving module are sequentially connected, and the CAN bus is respectively connected with the preprocessor, the demand torque prediction module and the equivalent fuel consumption solving module. According to the device and method for controlling the torque output of the hybrid electric vehicle, by solving the minimum value of the equivalent fuel consumption objective function, the engine torque and the motor torque needing outputting at the moment in a future control cycle are obtained and sent to an engine and a motor respectively through the CAN bus.
