station scheduling information about corresponding usage schedules of a multitude of parking stations pre-arranged for parking the vehicles;a
communication unit configured to receive from a user, via a user terminal device, a usage reservation for a vehicle from among the multitude of vehicles available at a parking
station in the vicinity of a user's departure point during a period requested by the user, and for a parking
station from among the multitude of parking stations located in the vicinity of a user's destination where the vehicle can be returned at a time requested by the user, based on the vehicle planning information and the parking station planning information; a reservation processor configured to register the usage reservation in the vehicle planning information in the first memory and in the parking station planning information in the second memory;a key
information delivery unit configured to deliver key information on the use of the vehicle in accordance with the usage reservation registered in the vehicle planning information to a user's
mobile device corresponding to the usage reservation; a determination unit configured to determine, based on preset planning information, that a user of a vehicle or a person associated with the owner requires a replacement vehicle when the vehicle is subject to the usage reservation;wherein the reservation processor is configured to make a usage reservation with reference to a period registered in the vehicle scheduling information for the owner of the vehicle or the person associated with the owner to use the vehicle, for a replacement vehicle different from the vehicle among the multitude of vehicles available during the period, and for a predetermined parking station among the multitude of parking stations to which the replacement vehicle can be returned within the period;and to register the usage reservation in the vehicle planning information in the first memory and in the parking station planning information in the second memory, wherein the key
information delivery unit is configured to deliver key information for the use of the replacement vehicle to a
mobile device of the owner of the vehicle or of the person associated with the owner.
