When people dispatch a bus rapid transit vehicle, a rapid public traffic vehicle is used for being driven one time in advance at the speed under various weather conditions along a bus rapid transit line, wherein the bus rapid transit vehicle is provided with a vehicle-mounted GPS positioning unit. Position information of the vehicle-mounted GPS positioning unit at every second and at various speeds serves as reference positions in running schedules. In the actual driving process of the bus rapid transit vehicle, a GPS positioning module arranged on the bus rapid transit vehicle is used for obtaining actual position information of the bus rapid transit vehicle at the moment in a real-time mode. The actual position information is directly compared with reference position information. Through simultaneous starting of the running schedules under various weather conditions, the running schedule meeting the speed requirement under the current weather condition can be started within a second when the weather condition changes, and the system and method continue to meet the running dispatch precision which is corrected to seconds.
