The method includes the following steps that a kernel processing unit detects a global satellite navigation unit, an AIS transmitter and a power supply unit. The kernel processing unit starts the global satellite navigation unit and obtains time information and longitude and latitude position information; the kernel processing unit sets a communication cycle T; the kernel processing unit shuts off the global satellite navigation unit, starts the AIS transmitter, and controls the AIS transmitter to emit first AIS information through an VHF antenna; the kernel processing unit starts the AIS transmitter and controls the AIS transmitter to emit second AIS information; the kernel processing unit judges whether the communication cycle T is finished, and if the communication cycle is not finished, the AIS transmitter is controlled to emit the second AIS information; when the communication cycle is finished, the AIS control system is detected automatically.
