The method comprises the steps of receiving target concentration and an allowable error range of a prepared sample and solution concentration of a standard solution, judging values of the target concentration and the solution concentration, generating a sampling instruction of conducting dilution or concentration sampling processing on the standard solution according to the judgment result, sending the sampling instruction to a water-quality sampling device to control the water-quality sampling device to conduct sampling processing, receiving actual detection concentration of the solution after sampling processing; judging whether the difference value of the actual detection concentration and the target concentration is in the allowable error range, if the answer is positive, the prepared sample is qualified, and otherwise, the sampling instruction is sent again.
