The subsystem includes: a supervising data wireless acquisition device, an application layer, a service layer and a storage layer. The method includes: the application layer comparing case information received with data in the storage layer, assessing whether the case information has already been recorded, if yes, merging the case information received and the case information which has been recorded; and based on position coordinates of the case information and information of the case type, uniformly allocating the case processing tasks. The subsystem adopts a design directed to a service-oriented architecture, and divides the system into independent working modules, namely, a case module, an attachment module, a flow module and a map module, and adds an analysis allocation module and an analysis merging module. The analysis allocation module, in according with people's location on the map, selects nearby personnel to handle the local case, which reduces the time for allocation in the commanding office and shortens the time of responding to the case.
