The testing rack comprises an engine, a rotating speed and torque sensor, a first electromagnetic clutch, the oscillating-tooth continuously variable transmission, a second electromagnetic clutch, and a dynamometer, wherein each two of the above parts are connected with each other through a shaft coupling. A motor is connected to one input shaft of the oscillating-tooth continuously variable transmission, and a controller is connected to the engine and the motor. The motor provides a rotating speed matched with a driving wheel for a driven wheel at a starting stage of operation of the oscillating-tooth continuously variable transmission, thereby enabling the driven wheel to have a centrifugal force which can enable a sliding piece to be thrown away at the starting stage, completing the engagement of an oscillating tooth with a metal rack chain, and fundamentally solving a problem that the oscillating-tooth continuously variable transmission slips at the starting stage.
