The method comprises the following steps: an OTA server acquiring a version number of the current version of a terminal after receiving an upgrade request sent by the terminal; the OTA server determining the version number of the highest version in the OTA server and determining all differential upgrade packets from the version number of the current version to the version number of the highest version of the terminal; the OTA server sending all differential upgrade packet to the terminal so that the terminal can be upgraded to the highest version at once.
