The electric vehicle comprises the power battery cooling system; the power battery cooling system comprises a vehicle-mounted air conditioner and cold plates for dissipating heat for power batteries; water inlets of the cold plates are connected with a condensed water outlet of the vehicle-mounted air conditioner by a water pipe; the cold plates comprise upper and lower cold plates; the upper and lower cold plates are connected in series and side by side by a flow diversion pipe; the upper parts of the cold plates are used for placing the power batteries; and a drainage pipe for draining cooling water out of the vehicle is arranged at a water outlet of the lower cold plate. The power battery cooling system and the electric vehicle using the same have the beneficial effects that the cooling system directly uses condensed water generated by the vehicle-mounted air conditioner as the cooling liquid; and the temperature of the condensed water is far lower than the normal temperature, and thus, the cooling system has a good heat dissipation effect on the power batteries. Meanwhile, the air conditioner continuously generates the condensed water in the using process and after dissipating heat for battery packs, cooling water can be directly drained out of the vehicle without being recycled, so that arrangement of a cooling water heat dissipation apparatus is avoided, thereby simplifying the system structure.
