The device comprises a concrete containment operation environment parameter detection module, a reactor trip timer, a signal processing module and a starting signal output module, wherein the concrete containment operation environment parameter detection module is used for detecting an operation environment parameter of a concrete containment; the reactor trip timer is used for calculating last time of a reactor trip; the signal processing module is used for acquiring a curve of the operation environment parameter which is changed along with time based on the operation environment parameter and the last time; the starting signal output module is used for outputting a concrete containment spraying system starting signal when the curve of the operation environment parameter which is changed along with the time indicates that a total stress borne by a current concrete containment concrete wall is in a preset scope.
