The invention discloses a device and a method for realizing automatic starting and stopping of a vehicle engine. A vehicle has an automatic starting and stopping function. The device comprises a second wireless measurement and control relay which can realize automatic flameout function and a vehicle CAN bus monitoring module which can realize a braking action detection function; and when it is detected that the vehicle is in a braking state and is stopped, and the automatic starting and stopping function is not switched off, the second wireless measurement and control relay is controlled to be switched off, so that the engine flameouts. By combining utilizing the wireless measurement and control relay with OBD data, the automatic starting and stopping function of the vehicle engine is realized.
