Abstract

The method comprises following steps of obtaining the packet data network PDN connection information of all access point names APNs; identifying APNs with to-be-offloaded traffics according to the obtained PDN connection information of all APNs; according to the APNs with to-be-offloaded traffics, carrying out vendor specific network control protocol VSNCP re-negotiation with a piece of user equipment UE; sending a VSNCP configuration response to the UE, thus finishing VSNCP re-negotiation and realizing traffic offloading of the APNs with to-be-offloaded traffics. The invention also discloses a target-high rate data packet serving gateway and a terminal.
