The system comprises a provincial power dispatching AGC main control region, multiple district power dispatching AGC bundled control regions, and bundled hydropower sets and bundled wind power sets which are respectively arranged in each district power dispatching AGC bundled control region and are respectively under the corresponding district power dispatching AGC control, wherein the district power dispatching AGC bundled control regions are used for carrying out bundled wind-hydropower control, the provincial power dispatching AGC is responsible for providing control targets for the district power dispatching AGC bundle-control control regions, the provincial power dispatching AGC main control region is used for controlling each district-level bundled wind-hydropower virtual simulation model, and control parameters of the virtual control object model are transmitted from the district power dispatching AGC. The method is about rules of different operation modes such as real-time ACE control, plan curve tracking, wind power fluctuation inhibition and generating index control participated by a bundled wind-hydropower virtual set. The system is advantaged in that a main hydropower and secondary wind power combined mode and a two-level provincial and district coordination control mode are employed, and two targets including the safe and stable effect of the power grid and the full wind power source utilization effect are realized.
