The method comprises the following steps: a diverged proton beam (10) is converged via a focusing element (1), the converged proton beam (10) is diffused via the variable voltage rotational scanning magnet (3) so as to enable the diffused proton beam to periodically rotate around a proton center, and there for a large-scope uniform beam (11) with a different diameter is formed, and the uniform beam (11) is adjusted via a collimator (9) arranged on a front segment of a tumor; a part, positioned outside a tumor zone, of the proton beam is blocked, and a uniform beam spot (12) which has the same shape as the tumor is obtained.
