The method comprises following steps: firstly, dividing the windbreaks in the east of Zhejiang into two wind-proof areas including a wind-blowing area and a wind-resisting area; sequentially analyzing functional traits of wind-proof species with advantages at different offshore distances and community wind speed reduction coefficients, diagnosing wind-proof efficiency of plants based on wind-proof functional traits of plants and analysis of regression of community wind speed reduction coefficients such that target specie libraries with wind-proof capability can be filtered; screening target trees with wind-proof functions suitable for different site conditions combined with growth preference characteristics of plants. By taking steps such as reconstruction, selective cutting, under-forest after-culture, nourishment and culture management of target trees, windbreaks with complete structures, stability and health and high efficiency are reconstructed finally.
