The method comprises the steps that the disc-type tool changer and a mechanical arm tool-changing system are disposed at the upper part of a substrate, and the disc-type tool changer is driven by a motor to convey a needed tool to a tool-changing position, and then a tool sleeve is electrically controlled to be turned, and a tool handle is stopped at the tool-changing position; meanwhile, the motor drives the tool-changing mechanical arm to operate, and the tool-changing mechanical arm is stopped at the tool-changing position; five laser displacement sensors which are disposed nearby the tool-changing position measure five position values when the tool handle and the mechanical arm reach the tool-changing position; an industrial personal computer calculates and obtains the horizontal position of the center of the tool handle, the horizontal position of the clamping center of the mechanical arm, and the vertical position of the bottom surface of the mechanical arm; the horizontal position of the center of the tool handle is compared with the horizontal position of the clamping center of the mechanical arm, and the coincidence degree of the two centers is determined.
