The data acquisition layer collects operation of a grid connection point by means of combination of a distributed photovoltaic grid-connected interface device and an electrical information acquisition terminal. The transmission link layer carries out intelligent communication and data transmission by means of combination of a private fiber network and a GPRS / CDMA wireless transmission. The auxiliary information layer is sued for carrying out real-time massive data processing. The high-level application layer is responsible for analyzing and displaying regional distributed photovoltaic electricity-stealing supervision. According to the system disclosed by the invention, with a distributed photovoltaic output calculation model based on multi-time-scale evaluation, electricity stealing suspicion identification is carried out by using a theoretic generating capacity as a reference.
