The method comprises: S1, a power system mathematics module for an optimal set start-up mode with consideration of voltage stability is established by using power flow equality constraints and inequality constraints in a normal situation state and a heavy load state as constraint conditions; S2, binary coding is carried out on the power system mathematics module, an initial population is generated, and an optimal set start-up mode meeting power balancing, power flow balancing, and voltage stability conditions is solved and determined by using a hybrid algorithm based on combination of an adaptive genetic algorithm and a continuous power flow method; and S3, peak load regulation and leveling analyses are carried out on the obtained optimal start-up mode and an optimal start-up scale of a local set is determined by power replacement and set adjustment measures. The method has the following advantages: the start-up mode of the set can be arranged reasonably by considering multiple factors and thus the stable operation of the grid can be ensured.
