The signal control system comprises a plurality of subsystems forming hot backup redundancy and at least two communication lines which enable each of the plurality of subsystems to be interconnected in a communication mode, wherein the plurality of subsystems are configured to implement the dual-primary-system protection method. The dual-primary-system protection method comprises the steps that one of the plurality of subsystems is determined to be a primary subsystem, and the rest of the subsystems are determined to be backup subsystems; each subsystem sends state information thereof to the other subsystems on each communication line within a software cycle; the backup subsystems respectively judge whether the primary subsystem stays at an expected state or not based on the state information of each communication line; and the backup subsystem is upgraded into the primary subsystem in response that the primary subsystem is judged to stay at a non-expected state based on each communication line.
