The device comprises an environmental illumination sensor, a lighting body, a heat dissipating device and a controller, wherein the lighting body comprises a first light source and a second light source; the heat dissipating device is provided with different working modes and different heat dissipating capacities; the controller comprises a light adjusting part for adjusting color temperature of irradiating light of the LED lighting device, a storing part for storing light and color adjusting curves used for providing the light adjusting control modes of the light adjusting part, a determining part for determining whether the lighting efficiency of the lighting body is less than a set value, and a performing part for selecting the working mode of the heat dissipating device. According to the device, the illumination and the color temperature of the irradiating light of the LED lighting device can be automatically adjusted so as to create the lighting environment for realizing the best eyes protecting performance; and moreover, the heat dissipating capacity can be automatically adjusted based on the lighting parameters, and thus the service life of the LED lighting device isprolonged.
