Through adoption of a data compression module and a waveform differential compression algorithm based on waveform periodic characteristics, the device of the invention has the characteristics of low power consumption, small computation amount and high compression ratio, has a better waveform data compression effect, and greatly reduces the manufacturing cost of relay protection fault recording and a playback system. Fault waveform data of a period of time beforeand after a fault moment is extracted from each fault recording file, primary equipment elements are taken as units to calculate the fault characteristic quantities of each primary equipment element,intermediate data is formed, and thus limitations of the fault recording files are overcame.
