The invention discloses a method for generating a schedule plan based on multi-level rolling time domain and multiple projects, comprising the following steps: (1) using the client multi-project information of the high-level planning time domain as an input of the method to generate a multi-project unlimited capacity plan in each high-level planning time domain; (2) using the multi-project unlimited capacity plan as an input to generate an effective limited capacity plan in each middle-level plan time domain and an order delivery plan in the low-level plan time domain; (3) using the low-levelplan in the middle-level plan time domain to generate an effective production order feeding plan in each low-level plan time domain; in the process, comprehensively using a DBR method and a feedback method to update the project activities in the next high-level planning cycle, the planning activities for the next middle-level planning cycle, as well as manufacturing activities in the low-level planning rolling cycle.
