The visible light communication unit is separately disposed on a vehicle front body and the traffic light, converts transmitted information into a visible light signal to be emitted, and receives the visible light signal and restores original information therefrom, thereby completing transmission and reception of a visible light communication signal. Through a visible light communication link established between a truck fleet and the traffic light, movement information of the truck fleet is transmitted to the traffic signal light in time, and traffic signals in different directions are changed in time after computation to ensure that the truck fleet passes an intersection at a constant speed, and so, vehicle loss caused by deceleration or emergency braking of the truck fleet is avoided, and the occurrence of road traffic accidents is effectively reduced or avoided.
