The system comprises an airborne 4G broadband communication base station, a line-of-sight airbornedata terminal, a satellite communication airborne data terminal, an airborne switch, an airborne protocol module, a high-definition video encoder and a high-definition photoelectric load which are arranged on an unmanned aerial vehicle, and a satellite communication ground data terminal, a ground command control station and a ground portable terminal, wherein the satellite communication ground data terminal is in two-way signal connection with the ground command control station; the airborne 4G broadband communication base station and the ground portable terminal or other flying platforms arein video and voice communication connection and are in two-way signal connection with the airborne switch; the airborne switch is in two-way signal connection with the satellite communication airbornedata terminal through the line-of-sight airborne data terminal; and the high-definition photoelectric load is in one-way signal connection with the airborne switch through the high-definition video encoder.
