The method comprises the following steps: establishing an energy efficiency optimization model by taking maximization of the total energy efficiency of a system as a target according to channel gain between a base station and a user;according to the channel gain between the base station and the user, performing channel allocation by using a matching theory to obtain an initial channel allocation list; calculating the transmission rate of the user under the average transmitting power according to the initial channel allocation list, and reallocating the channels according to the transmission rate to obtain a target channel allocation list; and according to the obtained target channel allocation result, obtaining the optimal transmission power from the base station to the user when the energy efficiency of the system is the maximum value through convex function difference planning.
