When the jacket with the construction suction cylinders are in construction, the truss jacket body, the construction suction cylinders, upper and lower hoof-shaped yoke plates, the pile sleeves and cutting plates are made in a factory, all the membersare welded into the integral jacket, the integral jacket is positioned and lifted to a seabed, columns of the jacket body are vacuumed to sink the integral jacket body, the integral jacket body is leveled, stressed piles are hit into the integral jacket body through the pile sleeves, and finally, the stressed piles are connected to the pile sleeves through annular grouting so as to form a stable foundation.
