The construction method specifically comprises the steps as follows: the dual-wall steel shells are manufactured in a factory while the bored piles are constructed at pier positions; the dual-wall steel shells are lowered as a whole by using steel protection tubes of the bored piles as a guidance system; after the dual-wall steel shells are lowered in place, two layers of concrete base seal sections are poured in sequence; the concrete tube walls between the inner and outer wallsof the dual-wall steel shells are poured; seawater in the steel shell concrete tube columns is pumped out, the steel protection tubes above the top surfaces of the concrete base seal sections are removed, and the physical concrete sections and the cross concrete partition walls are poured in the absence of water.
