According to the method, the output increase and decrease sequence of the cascade power station is determined by adopting three prioritized criteria, namely, the abandoned water reduction rate relative to cascade electric quantity change, the daily electric quantity deviation rate exceeding the limit and the cascade energy storage increase rate relative to cascade electric quantity change, and cascade load increase and decrease in each time period are sequentially distributed according to the sequence.
