The device comprises a petal-shaped spinning nozzle, a high-voltage spinning power supply and a nanofiber collecting device, wherein the petal-shaped spinning nozzle is used for spraying spinning liquid into spinning jet flow; the high-voltage spinning power supply is used for enabling the petal-shaped spinning nozzle to generate static electricity; and the nanofiber collecting device is used for collecting the spinning jet flow sprayed by the petal-shaped spinning nozzle. The production method comprises the following steps: filling the petal-shaped spinning nozzle with spinning liquid; switching on the high-voltage spinning power supply and adjusting spinning voltage; exciting the spinning jet flow from the surface of the petal-shaped spinning nozzle; and receiving the continuous spinning jet, namely nanofibers, by using the nanofiber collecting device. According to the petal spinning nozzle, equal jet drawing electric field force can be generated at the tip end of the nozzle, meanwhile, the generation number of the electrostatic spinning jet flow is greatly increased, and nanofiber aggregates with quite uniform diameter can be obtained.
