The system comprises a laser transmitting module which is used for generating laser so as to achieve the laser scanning; a rotary reflection module which is used for adjusting the direction of the laser to project the laser to a to-be-measured object and refracting the reflected laser after the laser is projected to the to-be-measured object; a laser receiving module which comprises a refraction lens group used for receiving the reflected laser and refracting the reflected laser into a target light spot, and a linear array APD provided with a plurality of APD pixels and used for receiving the target light spot, wherein the width of the target light spot is greater than the gap width of two adjacent APD pixels; and adata processing module which is connected with the laser transmitting module and the laser receiving module and is used for measuring the flight time of the laser.
