A fluid pressure driving apparatus and a method for driving a flow control valve are provided. Even if foreign matter bites into a spool, the spool is not fixed. The fluid pressure driving apparatus includes: a flow control valve having a movable portion that controls the discharge amount of a working fluid according to the position of the movable portion; and a bite estimation portion that is estimated to be in a bite state in at least one of the following cases: a case where the movable portion does not reach the movement target position within a predetermined time from the moment the drivecommand to move the movable portion to the movement target position is issued, and a case that the movable portion does not reach the predetermined moving speed when moving to the movement target position; and a drive control unit which, after the bite state is estimated, drives the movable portion with a driving force greater than the driving force of the movable portion when it is not in the biting state, at a moment of sending a drive command of the movable portion in the direction opposite to the direction of the movable portion when the bite state is reached.
