The forepoling small guide pipe comprises a hollow guide pipe body, a grouting opening for grouting is formed in the tail end of the guide pipe body, and a jacking part is arranged at the head end of the guide pipe body. A grout vent hole communicating with inner hollow portion of the guide pipe body is formed in the length direction of the guide pipe body. At least one section of the guide pipe body is a bent pipe. A blocking tray is coaxially arranged at the tail endof the guide pipe body, and the blocking tray extends all around in the radial direction to form a tray shape. The jacking part and the guide pipe body are sequentially inserted into the wall of theroadway, grout is injected into the guide pipe body through the grouting opening and overflows out of the grout vent hole into the wall of the roadway, and the grout is solidified in the wall of the roadway to form a support before roadway excavation.
