The device comprises a pair of machine frames whichare arranged at the top of a dam and used for mounting the inverted hanging type hydraulic hoist, the hydraulic hoist is connected with a door body arranged in a door groove, a sill, a main rail anda reverse rail are arranged in the door groove, the door body is provided with a main wheel, a side guide wheel, a reverse sliding block and a main water stop which are matched with the main rail andthe reverse rail, and an anti-water-jetting water stop which is matched with the door body is further arranged on the breast wall of the door groove. An overhauling platform is arranged above the doorgroove, and a movable main rail and a movable reverse rail are vertically arranged on the overhauling platform; and a mounting platform close to the top of the dam body is further arranged above theoverhauling platform, and a hydraulic pump station connected with the hydraulic hoist is arranged on the mounting platform.
