The platform comprises an IaaS layer which is used for integrating cloud infrastructure resources provided by all IaaS providers, and forming a cloud infrastructure resource pool; a PaaS layer which is used for being in butt joint with various resources in the cloud basic resourcepool so as to provide business services based on a multi-tenant mode, wherein the PaaS layer is a cloud management platform formed by carrying out deep integration and fusion through OpenStack; an SaaS layer which is used for integrating the cloud software resources provided by the SaaS providers and deploying the cloud software resources to the business service.
