The method comprises the following steps: obtaining a to-be-processed image which comprises a moving target object and is a frame of image in continuous frames of images; performing global quantization on the to-be-processed image to obtain a global quantization image of the to-be-processed image; calculating optical flow information between the global quantized image of the processed image and the global quantized image of the previous frame image; according to the optical flow information, performing block quantization on the to-be-processed image to obtain a block quantization image; and inputting the block quantization image into a pre-trained target detection model for moving target detection.
