The system comprises a RACS applied to a TISPAN access system and a RACF in an ITU-T access system; a service policy decision function SPDF in the RACS and a the policy decision functional entity PD-FE in the RACF are connected by an interactive interface which is used for information exchange between the SPDF and the PD-FE; the SPDF can receive and transform information coming from the PD-FE and the PD-FE can receive and transform information coming from the SPDF. The system and the the method of the invention add the interface between the SPDF and the PD-FE, thus ensuring QoS when users switch services among different networks and solving technical defects caused by difference of relevant standards in the resource admission control technique.
