The system is characterized in that the joint of the low-pressure circulating tank (5) and the outdoor output pipe (13) is provided with a ball float valve (4) for controlling the coolant conveying quantity of the outdoor output pipe (13), and the ball float valve (4) is in the low-pressure circulating tank (5).
