The method comprises the following steps of: 1) analyzing possible stability problems according to the power grid structure of a regional power grid connected through contact circuits of different voltage levels and the load tide distribution condition; 2) determining a stable control system scheme after the regional power grid has an accident according to the magnitude of actual load tide of the contact circuits, and reasonably setting arrangement points of a main station and sub stations of stability control devices; 3) organizing channel contacts among the stability control devices of the stations after the arrangement points of the main station and the sub stations of the stability control devices are determined to realize information exchange and stability control measures among the stability control devices of the stations; and 4) mainly considering a control measure for residual low-voltage level contact circuit overload caused when switching power between the regional power grids is high and after the high-voltage level contact circuit fails in security and stability control and defense, wherein the control measure is to cut off partial load in the regional power grid.
