The method comprises the following steps: GLM (general linear model) model expression, mass fraction acquisition, characterization factor selection and final model establishment. The video quality assessment method under the condition of comprehensively considering compression and packet loss impairment is characterized in by considering comprehensively the quality impairment brought by the video compression and transmission packet loss, and modeling and predicting the influence on the video quality by each video packet loss existing under the compression and impairment condition; modeling based on a fraction obtained on the based of objective evaluation model VQM (vendor quality management), wherein the modeling process is different from the previous algorithm based on the subjective assessment, so manpower participation is not required; achieving a model oriented to a network terminal, i.e., pixel domain information is not required, just a partial decoding mode is adopted, thus the complexity of computation is reduced maximally; and realizing intelligent packet loss by utilizing the model when packet loss is required under the condition of congestion in the video network transmission process, thus method provided by the invention has the advantage of improving the quality of decoding videos on the premises of reducing the same bit rate.
