A photoelectrochemical cell (100) is provided with: a semiconductor electrode (120), which includes a substrate (121), a first n-type semiconductor layer (122) disposed on the substrate (121), a second n-type semiconductor layer (123) and a conductor (124) disposed by being separated from each other on the first n-type semiconductor layer (122); a counter electrode (130), which is electrically connected to the conductor (124); an electrolytic solution (140) in contact with the surface of the second n-type semiconductor layer (123) and that of the counter electrode (130); and a container (110), which contains the semiconductor electrode (120), the counter electrode (130), and the electrolytic solution (140).
