An indoor air supply port and an indoor air supply valve as well as an air port and an air valve which are connected to an air-conditioner are further arranged in the positive pressure cavity. A tube wing heat exchanger and a cabinet heat return air inlet are disposed in the negative pressure cavity along the direction converse to the airflow. The cooling water dry air-conditioning box, the control system and the control method thereof can utilize a cooling water system of outdoor water evaporation cooling to the maximum degree, produces cooling water with the temperature close to wet bulb temperature and then sends the cooling water to an indoor dry air-conditioning box through a water pipe so as to cool indoor air.
