The sheep skin hair follicle specificity expresses a K31 gene 5' regulatory region promoter, and the characteristics of the promoter are determined through analysis of reporter genes. The K31 gene 5' promoter regulatory region sequence obtained through cloning can only be used for promoting the expression of a downstream gene specifically in skin hair follicle, can meet the requirement of expression of a target gene in skin hair follicle specificity, and can be applied to cultivate transgenic sheep.
