By utilizing neutronabsorption performance of technetium-99, technetium-99 metal is made into a rod-bundle-shaped burnable poison element, which is arranged in a fuel assembly to be made into a burnable poison assembly. On one hand, the excess reactivity can be suppressed; and on the other hand, technetium-99 can be consumed, and therefore long-term radioactivity harm of technetium-99 can be reduced.
