The invention provides a three-blade-electrode type sliding electric arc discharging plasma generating device comprising a top plug, a central electrode, a shell, an electrode binding post, blade electrodes, a nozzle and a rubber cushion, wherein the top plug is embedded at the upper part of the shell and is tightly contacted with the shell; the central electrode penetrates through the center of the top plug and is placed into an inner space of the shell; three sets of blade electrodes are uniformly distributed in a reaction chamber of the inner space of the shell; the electrode binding post transversely penetrates through the rubber cushion and is connected with the blade electrodes; and the outer surface of the nozzle is tightly contacted with a tapered opening of the bottom end of the shell. When the three-blade-electrode type sliding electric arc discharging plasma generating device works, gas enters the nozzle from an air inlet pipe of the bottom and enters the reaction chamber at a higher speed from a sharp opening on the nozzle; the gas is subjected to a plasma reaction in a discharging region between the blade electrodes and the central electrode; and the gas is finally discharged out from a gas outlet pipe of the upper part.
