A novel efficient closed-type cycle central air conditioner system with energy used in a stepped mode comprises a refrigerating cycle system, a domestic water system and a cooling tower, wherein the refrigerating cycle system is used for cycling and cooling chilled water needed by a user side through heat exchange; the domestic water system is connected with a cooling water pipeline of the refrigerating cycle system in parallel through a heat exchange device and is used for warming domestic water after conducting heat exchange on the domestic water with the normal temperature and heat produced by the cooling water pipeline at the tail end of the refrigerating cycle system; the cooling tower is connected after the cooling water pipeline at the tail end of the refrigerating cycle system and the domestic water system carry out heat exchange and is used for discharging a part of redundant waste heat of the cooling water pipeline at the tail end of the refrigerating cycle system after the refrigerating cycle system and the domestic water system carry out the heat exchange, and maintaining safe operation of the whole system.
